This website is run by North East Lincolnshire Clinical Commissioning Group (NELCCG) and We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 300% without the text spilling off the screen
- navigate most of the website using just a keyboard

Non-compliance with the accessibility regulations:
1.1.1 Non-text Content (Level A) Issues
- The image carousel on the homepage has multiple images, without a text alternative. Many of these images are important public health announcements, such as coronavirus guidance and no text alternative which communicates the message or phone numbers etc.
- The images in the carousel are also functional, they point to another resource and this the output from a screen reader is not helpful, when focus is on the carousel.
- RSS icon does not have a null alt value or text alternative
1.3.1 Info and Relationships (Level A) Issues
- List on Home page footer is incorrectly formatted as child of
- The table on the Publications page is used as a layout table, as opposed to a data table
- The table on the Publications page, does not correctly identify table headers, to indicate relationships in content.
1.4.1 Use of Colour (Level A) Issues
Links on some pages, (for instance the Publications page) have an identical colour and font weight as headings, without using another identifying feature, such as underline
1.4.3 Contrast (Minimum) (Level AA) Issues
- Links in the header have a colour #CCC against a background #FFF, which results in a contrast ratio of 1.6:1 and this should be 4.5:1 minimum
- Links in the navigation have a colour of #FFF against a background of #009FE3, which results in a contrast ratio of 2.97:1 and this should be 4.5:1 minimum.
- Links on the Home page, in the first text content section have a colour of #009fe3 against a background of #ccecf9, which results in a contrast ratio of 2.40:1 and this needs to be 4.5:1 minimum.
- Link to go to YouTube on the homepage has a contrast ratio of 2.97:1, this should be 4.5:1 minimum.
- Text in the get Involved container has a colour contrast of 2.97:1 and this should be 4.5:1.
- Links in the Get Involved container have a contrast of 2.38:1 and this should be 4.5:1 minimum.
- Link contrast on the Publications page has a colour of #009fe3 against a background of #ccecf9, which results in a contrast ratio of 2.40:1 and this needs to be 4.5:1 minimum
1.4.4 Resize Text (Level AA) Issues
- Text is coded in pixel values (px) rather than relative units, this prevents a user from having the text displayed to their preference, by using the browser font size settings
- Zooming and scaling is disabled, in the viewport meta tag
1.4.5 Images of Text (Level AA) Issue
Important information, such as phone numbers, public health advice and other topics is included in images of text, in the Home page’s carousel and this information is not available elsewhere on the page
1.4.10 Reflow (Level AA) Issue
- Setting the browser width to 1280px and zoom to 400% results in multiple elements becoming obscured, truncated or overlapping other content.
- The table on the Publications page is cropped at smaller viewports and no horizontal scroll is available, due to it having a defined pixel width of 1100px
1.4.11 Non-Text Contrast (Level AA) Issue
The controls to increase the text size, in the header have a colour #CCC against a background #FFF, which results in a contrast ratio of 1.6:1 and this should be 3:1 minimum
1.4.13 Content on Hover or Focus (Level AA) Issues
Many of the links in the main navigation open a sub-menu, on hover, this content causes issues for users that have magnified the screen, as it obscures content and is not easily dismissible
2.1.1 Keyboard (Level A) Issues
- The controls for increasing the text size do not receive keyboard focus
- The controls for the carousel do not receive keyboard focus
- The navigation opens pop out content on hover, revealing a sub-menu, this sub menu cannot be displayed with a keyboard and pressing enter or space take the user to another page
2.2.2 Pause, Stop, Hide (Level A) Issues
There is no mechanism to stop, pause or hide the carousel
2.4.1 Bypass Blocks (Level A) Issues
- Much of the content on the Home page is not within landmarks
- A Skip link is not present
2.4.4 Link Purpose (In Context) (Level A) Issues
Images in the Home page’s carousel are links, which do not have an accessible name
2.4.7 Focus Visible (Level AA) Issues
- Within the header and navigation, the focus indicator is barely visible, it has insufficient contrast
- Links on the home page do not contain sufficient contrast when focussed
4.1.1 Parsing (Level A) Issue
- The Home page has 25 HTML validation errors
- The Publications page has 21 validation errors
- The Looking After Yourself Page has 18 HTML validation errors
4.1.2 Name, Role, Value (Level A) Issues
- The Search input has no accessible name (hidden label, label or ARIA alternative)
- The Text Size controls have no accessible name (hidden label, label or ARIA alternative)

Content that’s not within the scope of the accessibility regulations
All PDFs and other office file formats that were published before 23 September 2018 are not in the scope of the regulations, however, we will review all attachments where possible and replace with HTML as part of our continuous improvement process across our digital portfolio. Any new PDFs or Word documents we publish will meet accessibility standards.
Videos that were published before 23 September 2020 do not have captions and an audio description. Any new videos will only be published with these features, in order to provide pre-recorded media that can be accessed by everybody.
What NELCCG is doing to improve accessibility
We had planned to have a new compliant site developed and delivered by 23 September 2020, however, we have been unable to meet that original target date.
We are currently trying to allocate resources to the development of a new site and we will update this accessibility statement every 3 months, until such a point where the site is compliant.

This statement was prepared on 11 September 2020 It was last reviewed on 3 February 2021.
We will next review this statement on 3 May 2021
This website was last tested on 25 June 2020. The test was carried out by a member of North East Lincolnshire Council’s Web Team, by request.
Three pages were tested in order to identify a representative list of WCAG 2.1AA violations, across the site. There are over 390 pages in total, but these are formed from the same components and templates and the issues discovered are representative of the site as a whole.
